Wireless and Emergency System For Commanding Basing on Multimedia is a kind of artificial intelligence and information system that is used to build a commanding system quickly in a small area.The system can build a commanding network quickly ,which consists of mobile terminals,a local command center,a remote command center ,by simple configuring and finish the whole communication of multimedia information among all parts of system by wireless network .Local command center can ever and again watch the position of mobile terminals through local GIS system. The thesis is studied through two methods : self studying and integrating ready product or technique.Many tools including C#.NET,SQL Server2000,JAVA,XML are made use of and much ready technique and products including SUPERMAP IS.NET is integrated in the process of the studying of the system. There is a primary design about communication and orientation brought forward and a part of initial work of information integration set about in the thesis. In communication face, we adopt public data network of CDMA as communication network of the system,and the scheme has been proved able to meet the practical requirement of the system very good by the market research and deeply studying,whose advantage is to have well compatible ability for future development;In orientation face,we confirm a kind of orientation scheme of outer houses that we make use of the orientation information provided by Lian Tong company and show the position in local GIS system; In information integration face, we build a local GIS system and commanding interface of local commanding center and a part of system database.
