Building Policy Of E-government System In Urban Based On GIS

The level of the informational development at government department is a vital point of whole informational progress. It is able to impulse the informational development of social and enterprise.In the procedure for building government information, according to its condition and requirement, some of government departments have built up information and business system. These systems use different technical standard, software platform and hardware platform, are developed by different software providers and have variant data structure. Generally, it is impossible for these systems to share their data directly. Moreover, each system usually uses firewall or gateway in order to hinder external users' access. All of them result in the creating of information isolated island. Aimed at this condition, an initiative study in urban E-government prototype system which based on geographic information system (GIS) has been finished in combination with an actual project in this thesis.The thesis starts with a research for theoretical knowledge, such as city, Digital City, Electronic Government and GIS. Then, with the present condition and requirement of system development, the system goal and design policy has been given. In the part of system design, the frame and function of prototype system was analysed and the design of prototype database and system portal was provided emphatically.The main achievements of thesis are as follows:(1) Using distributed workflow technology, the key problems, such as working in cooperation with departmental business flow, business information roam and system integration of departmental business flow are resolved.(2) A web-based information portal is established.
