| Nowadays with the globalization of the economic environment, enterprises face keen competition more and more. The workflow engine is the technology core of workflow management and it is the key technology of implement of business process. The most important characteristic of management system of the business which adopts workflow engine as the supported platform is the high flexibility. It can build the application software system fast and flexibly and it can reorganize rapidly when the business process is changed.With the issue of "Reform scheme of the electric systems" of the State Council, the electric markets of every area begin to enter start stage. The technical support system of electric market of the Northeast has essential function and influence in guaranteeing the good operation of the electric market and making it run steadily. The business process of electric market is complicated and involves many departments and employees. The whole system is composed of the price management system, the contract management system and the trade management system etc.Allowing for the characteristic of the business process of the electric market, this paper designed and developed a distribute workflow engine: E-FlowEngine which integrates with business system and control the running of business process. The distribute communication is implemented by SOAP message layer. The core of the engine is implemented by EJB, so the system has the good technological foundation in elasticity and flexibility.In this thesis, it first gives out a whole design of the workflow engine which includes structural design, core class design and database design etc. Then it introduces the working mechanism and operation logic, and it numerates several workflow modes supported by this system. It introduces the dispatcher based on thread pool and the resource location manager based on role in detail at last. Both of them enhance the running efficiency of the workflow engine.
