At present, instruction resources are still" bottleneck " which restricts long-distance open education to develop. So, promote ability and level about construction and using in instruction resources are the pilot re-set target and need of sustainable and stable development of the RTVU , it is important and urgent to RTVU long-distance education about use modern information technological to explore and apply instruction soft resources. Do instruction soft resources construction and use well , strengthen control over instruction resource and service become the most important thing of development and reform to central RTVU .This article under the heavy background that advance long-distance education and advocate construction and using of instruction soft resource in a more cost-effective manner in RTVU system and made a large amount of investigation and analysis in construction and applying situation about instruction soft resource of RTVU in Gansu Province, and has put forward the corresponding development countermeasure about the concrete reason of the question existing.
