The Research Of Knowledge Map System Based On Problems For Emergency Management

To face the emergencies, some functional departments have to collect the relevant knowledge to make decisions. In reality, the knowledge they want are scattered in many places including law documents, regulations, emergency preparedness, principles and dictionaries, research papers and experience of experts etc. Such knowledge documents are issued more than before in order to do better in dealing with the emergencies. But some decision-makers of emergency management still don't know what to do or how to do right now when they face a certain problem in emergency. In this case, the emergency management process would be delayed and a bigger loss would be generated. That is to say, the supply of the knowledge of emergency management is not adapt to the demand of the "problem driven" characteristics of emergency management.The mainly content of this paper is as following:1. Based on the sufficient analysis of the emergency management such as SARS(Severe Acute Respiratory Syndrome) , the definition and content of the emergency management knowledge is ascertained. A method of the reorganization of the knowledge of emergency management is proposed in this sector. And then the question document can be used as an alternative of file document in organizing the knowledge of emergency management.2. Two types of knowledge maps (knowledge structure map and knowledge application map) are founded in order to represent the knowledge in the two types of question documents above. The knowledge map has many advantages, such as abundant information, heuristic and introductory function and so on, so that it can meet the need of quick demand for emergency management well. Based on the database, these knowledge maps can be built and updated automatically. The file documents are changed into problem documents and then into problem knowledge map. At last a procedure of this change is given as an example.3. The knowledge map system for emergency management based on problems is designed and actualized. Using this system, emergency management commanding centre and each functional department can get the knowledge structure map and theknowledge application map based on the problem. The emergency management knowledge demanded can be obtained by the system. And the knowledge support interface in graphics mode is provided to the decision-makers of public emergency. The system use emergency management flow to realize the unisonous management among the different levels of emergency management departments. With the use of this system, it will become a question base and a knowledge base of emergency management.
