With the rapid augmentation in the capability of telecommunication service, the networkscale is expanded sharply too. The telecommunication infrastructures (pipelines etc.) play anirreplaceable role, but the problem of management and maintenance on these intricatelydistributed infrastructure badly impacts QoS of the communication of system. It is a verydifficult problem to carry on management for the environment by a monitoring system,because of extensive distribution and short of power. This paper explained background of the subject, purpose of studying, meaning ofresearch and the current situation both at home and abroad at first. Secondly, the paperanalyzed that the present commonly network topology structures have existed pros and consin some applications. And then by these analyses, the paper proposes a suitable topologicalstructure of the network for such intricate pipelines. On the basis of this compoundingtopological structure of network, we studied a protocol of Data Link Layer. What's more, wehave hard considered how to consider reducing static and dynamic power of the system bothhardware and software design, so as to ensure that there is a realistic application meaning forthe environmental monitoring system. Fortunately, we have designed a low-power monitoringsystem. The paper has also introduced the overall frame of the monitoring system andoperation principle. Finally, under the IDE of SUNPLUS, every system module algorithm was validated bycodes, which were programmed with C and assembler language.
