River resources management has a very long history, therefore abundant data has been stored which is playing an important role in the planning constructions of irrigation works as the basic information of such work as economic construction, development and utilization of water resources, disaster prevention and decrease, etc. hi order that the custom management methods of river resources information can be improved, the river information can be managed scientifically and effectively, the data can be used fully, the inquiry and control of river information for corresponding department can be enhanced, and the auxiliary decision support of the information management of river can be provided as well, GIS is applied to the management of river information in this paper, all kinds of spatio-temporal data of river resources and attribute data can be processed synthetically and managed effectively, and the needed information can be acquired rapidly, the processing results can be shown in form of data and statistical graphs as well.Based on the collection, analysis and management of the river resource information, the river information database is set up. Through the research and analysis of data in the database, unified modeling language (UML) is used to analyze and design the digital river information management system. Taking Dalian river resources as research background, on the platform of Visual Basic, the digital river information management system is realized with GIS component MapObjects. Based on the design of the software structure, the digital river information management system is divided into two major modules: the general module and the special analysis module. The general GIS module mainly has five parts such as two-way query, map operating, information query, information management, graph and inter-display, which provide basic functions of digital river information query and management, hi the special GIS analysis module, the rainfall information is analyzed and shown in chart, and the flood submerge range is analyzed and visualized. Grid image seed spreading algorithm is adopted in the flood submerge range analysis module in calculating the range of flooding on the basis of given water level, and making the result visualized, thus the analysis of the three-dimensional data in the two-dimensional system is realized. The realization of the system is helpful to the establish of the river dynamic monitor system, and provides the feasible solution for the scientific management and decision support of the river information.
