With the development of inland waterway transportation business, people pay more and more attention to the inland waterway navigation safety. Once the inland waterway accident happens, great damages will be caused to people's life as well as property security, most possibly a threat to the environment. In order to improve emergency rescue for inland river basin, and protect the people's life and property security, Heilongjiang Maritime Bureau have established water rescue command center. Relying on the actual business of search and rescue command center of Heilongjiang Maritime Bureau, fully combined with information advanced technology, this topic realized auxiliary decision functions of the search and rescue work, and is applied in Heilongjiang province water rescue command departments at all levels.This system is accomplished by use of the modern software development and maintenance technique, COM and Database design theory and object-orient method. Through the analysis of water rescue business requirements, this paper proposed the overall design scheme of the implementation of inland search and rescue decision command system. Considering as the problems of industry system such as backward technology of information acquisition and processing, insufficient search and rescue decision information and unintelligent search and rescue decision,this paper put forward second development project based on component technology SOA architecture and electronic river map, completed the database structure design, data transfer mode design and detailed design of each function module based on the analysis of the business logic, and completed the system test and improvement by taking Windows system as development environment, using C# programming language, ADO.NET database operation technology and MCF interface design technology of software programming and debugging, and combining system unit test, integration testing and performance testing.This research realized a set of search and rescue decision command system suitable for Heilongjiang river basin management with eight functions, such as emergency call reception and handling, event handling, aid decision making, rescue plan management, rescue assessment management, rescue resources management, daily duty management and statistics analysis. Based on plan process management methods, combined with coordination processing technology, integrating and showing all kinds of maritime based data, this software system realized aid decision making function integrating alarm information collection, rescue resources to be automatic matched, search and rescue proposal making and on-site command and analysis.
