According to the business requirements in traffic fee imposition management and its audit and check (short for IMAC), the design of the integrated management system for IMAC has been proposed in this paper based on system analysis. It is the enhancement and supplement for the traffic fee imposition management system of Sichuan province which is being used in our department. The OOD method has been adopted in the software design and its implementation, Delphi 7.0 and Oracle 8.15 is the software development tool and database server respectively. At present, the integrated system for IMAC, running on Windows platform, is playing an important role in the process of the traffic fee imposition management in our department.The integrated system for IMAC has been designed mainly for free-fee vehicle management, audit management, integrated inquiry management, reports management, goal assessment management, abnormal operation management, pact-pay management, time-limit payment management, imposition task management, vehicle imposition and its carrying capacity check management, vehicle contrast management, and so on. The integrated system for IMAC includes complete functions to meet the user's needs, such as the facture and management of free-fee cards, reports, abnormal operations list, pact-pay contracts,time-limit payment notes, the preliminary imposition assignment tables, unregistered vehicles list and creating a standard database for imposition carrying capacity. In user access control, the system realizes user access right control, operation flow control and change control. The integrated system for IMAC is constructed on C/S architecture, thus the real time, availability and security of data will be ensured. The OOD method has been adopted to improve the stability and the maintainability of the system, as well as reduce the time to develop.According to user's needs, a comprehensive system requirement analysis is given in this paper. The system is break down into 11 subsystems, the data dictionary , logic model and detailed database table structure for 11 subsystems are presented respectively. The choice of Develop platform, develop model, DBMS and programming method are discussed too. The detailed design of the integrated system for IMAC is introduced, including system user interface, program flow chart, program logic, and input and output item, some important user interfaces.At last, there is a brief introduction about the system the result of use, the value to popularize and development prospect of this software.In this project, the author have taken charge of software requirement analysis, primary design, detailed design, programming and some testing, the LOC and documents are 30,000 and 40,000 words respectively.
