Along with the rapid development of society and technology in these years, people have been longing for better ways of communication. Since traditional telegraphic service is not longer satisfied, a technological revolution based on INTERNET is taking place and changing the old concept. Low cost, high efficiency, powerful functions and great stability are the advantages why INTERNET is developing in a geometrically rate and reaching everywhere of the world. Moreover, all the major internet service providers are also keeping searching for its add-on function to get better rivalrousness. After the successful development of the IP (internet protocol) network, all kinds of wide -brand IP services are also spreading out. My paper will talk about problems which happens when VOIP (voice over internet protocol) applies in IP network, in other word, the problems regarding the VOIP data collection billing system.VOIP can also be called as internet phone. The basic idea is that encodes the voice signal with a compressor device, then cut it into small pieces and pack them. After the packages have been delivered to the destination via IP network, they are to be resumed to the original order again, and extracted back to the voice signal. So that we can see, the most important advantage of the VOIP is that it utilizes the well-established global IP network to get more, faster and better services than the traditional telegraphic service.The VOIP data collection casher system is a system runs by internet service providers to collect, bill and record the single sent though the VOIP. It contains two major parts: the collecting unit which responses for collecting and billing, and the database unit which responses for recording. Due to the successful business development, the two units are taking much more load than designed, which will certainly causes problems and eventually lose some customers. With out any doubt, some upgrades have to be done.As one of the major internet service providers in CHINA, CHINA UNICOM treated VOIP as a important business. Inevitably, its own VOIP data collection billing system is also suffering the problem we just mentioned. So, the sixth upgrade was scheduled. We will mainly talk about the design and testing parts of this upgrade.The following topics will be covered in my paper:1. Details of the fundamental theory and relevant technologies of the VOIP and its data collection billing system.2. Figure out the effective methods to enhance the system based on business requirement and pervious upgrades.3. Design the system structure based on requirement analysis.4. Design the corresponding testing plan which follows the software testing concepts, and analysis the results.By talking about this topic, we should see that a software upgrade for the telegraphic system will greatly enhance its processing ability, stability and reliability in order to accommodate the increasing customer and other business requirements. Furthermore, this experience could also be a good reference when dealing with the load problem at peak times...
