In order to strengthen financial management, to improve the quality of financial services and to guard against financial risks, the PBC raised “business opening management, daily business management, comprehensive enforcing-law inspection and comprehensive evaluation for financial institutions”(hereinafter referred to as "two management and two comprehensive) — a new way and solution of service and management for financial institutions. It will further strengthen financial management, maintain financial stability and improve efficiency of financial services.In this paper, we analyze the informatization needs of "two management and two comprehensive" business in Shanxi branches of PBC, design and develop Shanxi Province Financial Services and Management Platform. The platform implements information collection, centralized management and sharing from financial institutions, promotes the efficiency and effect of “two management and two comprehensive” business. The platform is based on B/S network structure model, using advanced and mature technology, suh as JSP,Java Script, DB2 database etc., according to “the user said layer, business logic layer and data access layer ” architecture to design and develop the whole system, to achieve a complete function, reasonable structure and user experience good computer information systems. The platform achieves the based business management functions for financial institutions, such as opening business management, business management, enforcing-law inspection and comprehensive evaluation, implementing registration and management of important information, from the opening business to the daily business of financial institutions, from the daily business to cancellation, achieving centralized management and high degree of sharing of information, so that the branches of PBC at all levels to timely grasp local financial institutions in the operation and management of the status quo, providing strong support for the implementation of monetary policy, investigation and research work. In order to improve the security and ease of use and convenience of the system, we also design user management,organization management, department management, rights management and other system management functions.The design and development of Shanxi Province Financial Services and Management Platform includs for stages: requirement analysis, system design, system implementation andsystem testing and now is used by Shanxi branches of PBC to effectively meet the needs of“two management and two comprehensive” business.
