On current telecommunication network, it is complicated and high-cost to provide new services. Services in Traditional Network can only be implemented in the local exchange binding the service compactly, and capability of service provision is very limited. Intelligent Network base on the separation of service and switch, service generation and management are handled by the SCP, which make both speed and capability of service provision enhanced a little, however, service is also limited for the high professional difficulty on new service development.With the fast development of communications tech, the integration of PSTN, Mobil Network, Cable Television Network and Internet is an inevitable trend, Next Generation Network based on Softswitch will provide an open network environment, it separate the service control from call control and media connection, and make it possible for applying open and distributed service provision mode.Parlay and JAIN are the most popular Open Service Tech in NGN, they shield the complication of basic network and various protocols, and provide the standard API interface to access and control the core network resource for the third party service provider. Call module of Parlay and JAIN is refered in this paper, detail framework design and interface features are also described, then a structural scenario is provided with logical feasibility.Application Server is a platform in NGN for Open Service, it bases on the unified and powerful call control capability between integrated networks provided by Softswitch. In this paper, logical model for service implementation and main structural model of AS is presented, then the Service Logic Executive Environment module and functional entity access module are designed, including function research, interface design, implementation of state machine and call flow of interwork. With the optimizing policy of instance dispatching and improving design of finite state machine, the modules' stability and reliability are greatly enhanced, and they all passed the performance test with bulk call.
