The key thought of softswitch is to make hardware soft to implement the function of the switch's control, connect and business-processing originally by soft. The entity goes on join and communication through standard protocol. With soft-switch it will be faster to realize all kinds of complicated protocol and even more conveniently to off the business in the business-driving Next Generation Network (NGN). The theme of soft-switch is open and crisis. Parlay API, which is brought forward by Parlay organization, in 1998, is the best annotation of the thought. The third party user, who only knows the capability of basic network and how to use them, can develop all kinds of business without having knowledge of basic network technology and protocol as detail. And the application server can offer business in telecom operation company's network by some right authenticate instrument. In recently years, with the stat data and analysis, it does cut down the period of new business' development and make the deployment of business easier. And it can develop all kinds of new NGN-diagnostic business flexibly, so Parlay API, as an open bossiness develop interface has tremendous probability to be an important standard of NGN. However, Parlay API is not applied to all business, which based softswitch. In other words, all project found on Parlay API cannot be always the best, even be good. The standpoint will be discussed in the essay, on focus. Firstly, the backgrand of softswitch technology and business development techno-logy is introduced. Then, the flow, design and development of call forward business (none UI business) and call waiting business (UI business) is introduced. By the introduction, the advantage and disadvantage of Parlay API and makup lanuage, e.g. CPL, is clearly shown. Lastly, the essay draws a conclusion of the scope of the two schemes by the comparison.
