Secondly, we analyzed competitive situation and the strategy by which it defeated its competitors. In this paper, we put forward two key factors, which made YanZhao Metropolis Daily successful: strong leader and performance measurement system. The success should owe to his top leader. But there are many problems in the performance measurement system. We analyzed these problems in special. To solve these problems, we should improve environment and use BSC to check performance of enterprise department and employee in order to make significant progress.
