With the development of air traffic control, our country pays more attention to it. However, the level of air traffic control in our country is lower than the developed countries because of the reason of history. According to the fact of our country, it is impracticable for our country to import the product of air traffic control system. On the one hand, the air traffic control system made by developed countries is very expensive. On the other hand, the developed countries forbid exporting advanced technology to our country. So we can't depend on importing the product of air traffic control system to meet the need of the development of air traffic control of our country. It's crucial for us to developing our own air traffic control system with independent intellectual property. This thesis is based on the work that I've done when I was an intern in WiseSoft Ltd. From February 2003 to March 2004. Firstly, this thesis talks something about the general picture of air traffic control system. Secondly, this thesis mainly talks the design of the flight plan process subsystem. Thirdly, this thesis gives a deep look at the relating of flight plan and track. Fourthly, it discusses the flight plan conflict probe. The design of flight plan process subsystem: This thesis gives a design of flight plan process subsystem which is one of the core part of air traffic control system in detail. This part includes catching the requirement of the subsystem and the detailed design. During the process, it uses the popular Rational Unified Software Development Process (RUP) to develop the work. This thesis gives the use-case model and design model of the flight plan process subsystem. In the use-case model, it gives the detailed use-case diagram. In the design model, it gives the class diagram, interaction diagram and activity diagram. At last, this thesis gives the trace diagram of use-case realization. The relating between flight plan and track: This thesis talks about the problem of the relating between flight plan and track at length. As the traditional way to this problem is based on SSR code relating, it exists some shortage. This thesis provides a new way to solve this problem, which is based on the integration of SSR code and whole relating value. The new way accord with the fact of civil aviation. At the same time, it discusses the time relating value, space relating value and direction relating value. At last, it talks something about the special situation of projection point and gives a way to solve it. Flight Plan Conflict Probe: This part includes advance probe and real-time probe. In the probe, it is the most difficult to probe the conflict of space of landscape orientation. In order to solve this problem, this thesis provides a probe model with theory reasoning. At last, it gives the formula to probe this kind of conflict. When the conflict exists, it could give us the definite segment of conflict time and conflict fairway.
