In recent years, with the high-speed development in aviation, the continuous increasing Air Traffic brings great challenge to Chinese Air Traffic Management Department. The government has been increasing the investment in ATC Equipment constructing. Many advanced ATC systems from THALES or other western company have been used in Air Traffic Control Centers all over the China.As a complex distributed system based on computer technology, ATC systems process the Radar Data and Flight planning Data, provide the Air Traffic Surveillance to Air Traffic Controllers by HMI, and also assist Controllers to perform Control task. With the transition from Procedure Control to Radar Control, the Air Traffic Controllers will rely on the ATC system more and more. Even a small fault of ATC system will influence the safe operation of Air Traffic Control greatly, and maybe result terrible accident. So, It is very important to improve the general reliability of ATC system. Under this situation, The Southwest ATMB and Sichuan University are unitec to develop Chengdu Emergency ATC system. This system can be used for Training normally, In case of Emergency it will act the role of operation ATC system.The author attends this project, concentrates on the system analysis and R&D of Flight Data Processing subsystem.The core functions of the FDP are process flight plan and dynamic flight data automatically, provide real-time flight information to ATC Controllers. The FDP iscomposed of Flight Telegram Processing, Flight Plan processing, Flight Plan Track Processing, SSR Code Management, etc.The researched content this paper preferred are as follow:1. System analysis and general design of Chengdu emergence ATC system;2. Analysis and research of Flight Data Processing flow ;3. Design of the Processing flow and algorithm in Flight plan status Management, SSR Code Management and Flight plan-Radar track Association processing.
