| The system of Digital Hard Disk Recorder advantaged in Integration of Function, Digit of Video Recorder . Simplification of Using, Intelligentization of Surveillant and NET-Controlling is widely regarded in the field of guarding, and it must to be the substitute of traditional video recorder. Represented the tendency of multimedia compression and coding technique in the future, MPEG4 is now the one of influencing international criterions, Due to it's object-based idea, It has the virtue of high compression ratio, scalability, Interactivity with users and so on. Based the research background of digital video recorder and surveillance which makes real-time and adaptive compression and streaming video sequence necessary.Based the background above mentioned, the first part of this paper aimed at the core of MPEG-4 criterion does deep research on two facets. Firstly the paper improve the Diamond Search block matching algorithm which can greatly reduce the time of motion estimation and improve the coding efficiency, based on the traditional motion estimation algorisms. Secondly the paper put forward a new rate control algorithm, that is average-reaction rate control algorithm, based on the rate control of other criterions. The new rate control algorithm can achieve rapid and efficient adaptive coding. Based on the two facet's researches and the source codes provided by the basic algorisms of video coding provided by the organization of Xvid and ProjectMayo combined with MPEG-4's visual syntax, the paper implement the prototype of video encoder and decoder, and it will do preparation to extend the function of the system on net and surveillance.The second part of the paper is to complete a system of digital hard disk recorder based on software in Windows. Based on the works done above, the paper packet the code of encoding and decoding of MPEG-4 into Filter which is widely used in DirectShow circumstances, and complete the function of video capture . compression, snapshot and playback and so on..
