In the nearly 1 year research and development, we finish the main functional prototype of New Generation Tower Simulator, which is the new version of the original Tower Simulator (which is the pioneer in domestic research field) with several important innovative attempts in software architecture. The functional model and implementation mechanism of New Generation Tower Simulator are proposed in this paper, and also the key software structure is specified.Tower Simulator is a Real-Time simulation system, which is used to train airport controller. For a large number of simulation objects involved and their complex behaviors with highly Real-Time specialty, the software architecture of this system must be of the features of maintainability and extensibility. In order to describe and implement calculating core in more efficient way, it is designed as a Determinate Finite State Machine (FSM). And the Real-Time Object-Oriented Modeling (ROOM) method is used in design of the system. In the process of continuous practice in the research field of Tower Training Computer Simulation, aiming at the specialty of modeling of Tower Simulation System, we present a multilayered synthetical modeling structure and implement the innovative way successfully. It is proofed that the way makes modeling more maintainable and extensible.The interaction between system and users is composed by that users observe virtual vision or instruments (radar) and send commands to the system when needed. Because in actual work there are too many types of instructions and they are changed usually according to actual needs, we create a triple instruction mechanism, which consist of macro definition, instruction atom and state executing, to cooperate with calculation core. Using the mechanism, system can do word parsing and semantic interpretation; and the system's flexibility usability and maintainability are greatly enhanced.
