Wireless navigation is the one of important navigation means. From the first wireless navigation system coming out ,which is measure direction through wireless system ,it develops promptly. Synchronization system is the key of the navigation system ,but the tracking system is the importance of synchronization. The text researched deeply in full time exceed-lay unconcerned delay PLL system, and set up the math model for it. And the text analysed the relationship between the Signal-to-Noise and the stability of the loop, and discuss through emulation.The text summarized the thinking and means of choosing loop parameter in the designing PLL and analysed the physics meaning of the loop parameter ωn ξ, and the relationship between the loop capability and loop parameter ωon *,ξ. The text give a good method for the choice of the loop parameter.One the foundation of the front ,1 make up the model of full time exceed-lay unconcerned delay PLL system by the s-function of the matlab simulink ,and imitate the all function of the system .At the same time ,the text make the hardware design and come true for the system. And prove the correctness of the theory for the relationship between the SNR and the stability of the loop, and that the means of the designing loop parameter have practice meaning, contemporary it establish the stability basement for extending the technology.
