Research On The Construction Mode Of The Provincial And Civic Regional Digital Libraries

Since the coming of the 21st century, with the rapid development ofinternet most states and governments have attached greater importance to theresearch and application of the digital libraries. Every country in the worldhas thought of the digital libraries as the infrastructure and knowledgeenvironment of the information society. The key technique has beendeveloped and applied which raises the high tide of the digital librariesconstruction. Many large-scale projects on the digital library have been initiated inour country and we have established lots of representative digital libraries.However, because of the constraints of funds and techniques the furtherimprovements in our digital libraries construction should be accomplished,especially for the construction of the provincial and civic regional digitallibraries. It has become a new task for us to make good use of the maturedigital libraries and those provincial and civic regional digital libraries withadvanced computer technology under the information environment. The body of the thesis includes four parts. It makes a profound study onthe construction of the digital libraries. In the first part, a general analysis isconducted on the digital library and the definition of it is introduced.Moreover the features and main functions of digital libraries aredemonstrated. In the second part, the development of the domestic andinternational digital libraries is introduced, and the current conditions forthose digital libraries are analyzed based on vivid instances. Then it pointsout the gap between our country and the developed nations and summarizesthe existing problems in our provincial and civic regional digital libraries. Inthe third part, based on the reality the establishment and implementationmethods of our provincial and civic regional digital libraries are interpretedfrom four aspects .The fourth part puts forward the essential constructionpolicies and corresponding solutions. There are a lot of common characteristics for the libraries in the sameprovince or city, such as the building notions, the literature purchases, thetechnology equipments, the provided services, and the digital developments.All of these make them more likely to cooperate with each other. It is ourobjective to eliminate the industry limit among the public libraries, college 50libraries and profession libraries, develop the regional advantages and as wellas establish and maintain the network of the information resources. At present, the construction of the regional digital libraries is hangingbehind comparatively with many problems which the author summarizes inthe thesis, in detail: 1.There is a lack of planning and serious repeatingconstruction. 2. The imbalance of the automation and network developmentresults in the obstacle of sharing the resources. 3.The characteristic resourcesand courses navigation are not developed deeply and widely. 4. There is alack of legal protection and the copyright problem cannot be solvedappropriately. 5. There is a lack of talented persons in this field. 6. Thetechniques of digital libraries have not been widely used. 7. There is a lack ofthe follow-up management for the website maintenance and the speed ofrenewal is slow. 8. The problem on standardization and criterion has notcompletely resolved. The regional digital library is the digital library based on distributionenvironment. Their digital resources are abundant and processed by multicollaborators under the support of the distribution system which include thedatabase from inside and outside, the directory databases of the library,e-books, e-journals and so on. The user communities involve not only thecollege teachers and students but also the social readers. Different readerspossess the different accessing rights.
