This paper studies the VOIP technology and the system structure, and summarizes the essential principle and key technologies of the VOIP sound communication. Besides, H.323 protocol, which is being widely used as the standard of IP phone communication, is introduced in the thesis. The paper mainly studies and presents the authenticating and accounting technologies of the key VOIP technologies, as well as the Radius protocol, which is the used as the standard protocol for authenticating and accounting in the IP network. The process of designing VOIP Security Accounting System is detailedly described in the paper, including the detail of the database design.According to the H.323 protocol, the soft of PC to PC phone is designed for testing the IPSAS (VOIP Security Accounting System). By the test, the system realizes functions of user authentication, real-time accounting, phone-bill query, etc, which are the basic demands of the VOIP authenticating and accounting technology.
