A Study on Status of Foreign Capitals in Chinese Publishing IndustryAs a deficiently opened market, there is proverbial high profit in China's publishing industry. The only obstacle hindering foreign capital from entering Chinese domestic publishing business is the policy from Chinese Government. But in the tide of foreign capital importation after China's Reform and Opening, the foreign capitals have already entered each link of our publishing industry in varied degrees. Certainly in the frames of the law and policy, this is a grey area. As china's legal system deepening, especially after China's joining WTO, vitrification of this grey areas will be necessary.This paper has explained concretely the current situation of foreign capitals penetrating into every link of publishing industry at home, and has predicted the further tactics that the foreign capitals may take. Because of state policies, the degrees of foreign capitals entering Chinese publishing industry vary from printing distribution and editing. This paper has also probed the state policy restriction on domestic-investment especially on private capitals in publishing at home; and has advised how to raise domestic presses ' competitive powers. For supervising authorities, the policies to adjust and control are particularly important. The key point to Meet head on foreign capitals and control the publishing market at home is to offer private capitals national treatment.This paper has also discussed the influences on Chinese culture and publishing resources of foreign capitals entering Chinese publishing business. The supervising authorities must keep the best balance between protecting and opening. The criteria for policy selection lies on whether it can do good to the health and development of the domestic publishing business as well as Chinese culture characteristic. In addition, since china has joined WTO, according to the game ruler of WTO, the legitimate interests of the foreign capitals should not be neglected.
