ETC, Electronic Toll Collection, is one of the important research and application in ITS. Intelligent Transportation Systems. With electronic technology, ETC is designed to increase the transportation ability of highways and the efficiency of the vehicles, reduce the oil consuming and vehicle consuming, economize energy resources and protect environments.In this thesis, based on the status of ETC, a new ETC that combines GPS and Cellular Network is particularly introduced. This new ETC based on GPS-CN identify the position of toll gate by the higher precision position technology of GPS and the computer technology, and transfer the toll information by the real time mobile communication network. The ETC based on GPS-CN greatly reduces the dependence on the On-Road Device and the investment on the devices. Further more, the toll mode of ETC based on GPS-CN will play an important role on the construction of city road and the vehicle-monitoring. The mobile communication network will provide the advantage in net toll collection.Based on the ETC and GPS, in this thesis, the new ETC based on GPS-CN is analyzed in some aspects such as technical characteristic and system structure. The software of control center is designed according to system requirements and system functions. The control center is divided into several different subsystems, which are listed by itself functions. The function modules in every subsystem are designed in programming of OOP, and the functions of vehicle terminal are designed in simulation software. The system is tested in the network and good results are achieved.
