The energy management system (EMS) is a computer system comprising a software platform providing basic support services and a set of applications providing the functionality needed for the effective operation of electrical generation and transmission facilities so as to assure adequate security of energy supply.Unfortunately, the traditional EMS does not meet the need of power market. It is difficult to develop the new application software on EMS. The communication of EMS with other power system is weak. So IEC 61970 series which define an application program interface (API) for an EMS are prepared by IEC. This standard is based upon the work of the EPRI Control Center API (CCAPI) research project. The principle objectives of the IEC 61970 series are to:Reduce the cost and time needed to add new applications to an EMS or other systemProtect the investment in existing applications that are working effectivelyImprove the capability to exchange information between disparate systems both within and external to the control center environmentIEC 61970 series are based on a Common Information Model (CIM). The CIM is an abstract model that represents all the major objects in an electric utility enterprise typically involved in utility operations.This paper is written along the line of problem-tlieory-application. The main contributions are as follows:1. Studying and analyzing thoroughly the architecture of EMS and its functions.2. Analyzing the influence of power market on EMS.3. Studying the CIM and application on EMS with CORBA and XML.4. Designing and implementing the reconstructing schema of EMS.By providing a standard way of representing power system resources as object classes and attributes, along with their relationships, the CIM facilitates the integration of Energy Management System (EMS) applications developed independently by different vendors, between entire EMS systems developed independently, or between an EMS system and other systems concerned with different aspects of power system operations, such as generation or distribution management.
