After the fault of power system, rapidly and accurately fault analysis and treatment can greatly reduce the personnel losses and economic losses. However, the traditional SCADA system can only transfer the fault information such as the breaker's position to the control center, and it is difficult to reflect the critical information among the huge fault information. At the same time, the Relaying Protection and Fault Information System is such a platform about information, which can collect and analyze the information in digital protection devices and fault recorders. The requirement for the variety of information, which is caused by the abnormal devices and power failure is not the same in breadth, depth and timeliness. The purpose of the system is to achieve the appropriate information sending to the people in need at the appropriate time. Therefore, it is necessary to make a deep research on the Relaying Protection and Fault Information System.Based on the views of the clients, the fundamental function of the fault information system is studied in this paper. Together with the theory of software engineering and object-oriented design ideas, the model of the system is built up by a UML modeling tools-Rational Rose. The system is divided into management system, analysis system and reporting system in this paper. During the modeling process, some related classes are drawn up and the relationships between the classes are designed, thus the static models are completed. In order to introduce the overall modeling framework, some dynamic models are brought forward, including some Sequence Diagrams and Activity Diagrams, as well as some brief Collaboration Diagrams and State Diagrams.In addition, the paper introduces the standards of IEC 61850 and IEC 61970, which is used by the Relaying Protection and Fault Information System. Separately from the topological model, protection model and the primary device model(the transformer model),SCL models which are used by substation system and CIM models used by master system are analyzed. Finally, the harmonization between the two models is proposed. The sub-station SCL model of this paper is divided into configuration and run-time model model. By semantics mapping between the various parts, the system can achieve the harmonization to the CIM model. Finally, the services of ACSI interface and GID interface are compared, and the correspondence of those services are found. So the harmonization between those services of interface is achieved.
