Simulation optimization technique is a special branch of optimization, which is based on computer simulation. Simulation optimization technique has been used in many engineering areas, such as manufacture system, chemic industry system, electric power system, transportation system, etc.Tugboat team has great significance in port system. Unreasonable marshaling tugboat team has many disadvantage results. On the one hand, the unreasonable marshaling may result in the longer waiting time of the port ships, on the other hand, it may result in the lower efficiency of the tugboat, accordingly waste the port resources. For the sake of adapting the port development, it is important to put forward reasonable project for quantity and horsepower of tugboat after studying on optimization of tugboat marshaling. Heuristic simulation optimization technique is adopted in this paper. A simulation optimization system of tugboat marshaling is also built in this paper, which can give reasonable configuration of tugboat team to port manager.For the particularity of the port tugboat working process, it's difficult to set up simulation model of the port tugboat working process by the traditional single service stage and multi service stage theories. This paper set up the model with the queue theory, the simulation policy of Event Scheduling and the method of Flow Chart.Evolutionary Strategy is used to compose optimization algorithm, since Evolutionary Strategy has many excellent virtues, such as direct operation, self-adaptability, and high diversity.The accurate valuation of fitness in Evolutionary Strategy algorithm is difficult. It's a typical multi-objective-optimization issue. Since there are many uncertain and fuzzy factors that affect the outcome of simulation, multilevel fuzzy-synthetic judge is used in valuation of fitness in Evolutionary Strategy algorithm. This method can check the result of simulation accurately.On the above theories presented, a software which is based on simulation optimization technique is well programmed. The software has friendly interface to user, flexible adaptability and many other virtues, so it has practical value and theory importance in certain engineering area.
