As an important approach of enterprise improvement, Business Process Re-engineering (BPR) has become the basis of enterprise informationalization, organization change, etc. Currently there exist two problems in BPR area : mass expert experiences in BPR practices are difficult to be accumulated and reused. As BPR is a knowledge-intensive activity, good results are difficult to be obtained only by human experts' subjective decision-making, but efficient decision-making support tools are lack at the moment. Because Knowledge-Based Systems (KBSs) do well in knowledge management and decision-making support, it is significant for successful implementation if KBS could be introduced into BPR. The research of this dissertation will focus on how to integrate KBS with BPR better. Firstly, considering the whole BPR implementation process from a global viewpoint, a knowledge-based implementation framework of BPR is proposed. In this framework, one aspect is to identify which knowledge-based systems and other support tools could accomplish the work of knowledge management and decision-making support in BPR processes. Another aspect is to provide a detailed implementation guide which teaches people how to use these KBS tools in BPR implementation processes.Secondly, based on the implementation framework, study on its related techniques has been progressed. In this paper, we discussed those two stages of BPR requirement analysis and enterprise TO-BE system design, and focused on the research of enterprise diagnosis and evaluation. (1) In terms of enterprise diagnosis, a formal enterprise diagnostic model based on fuzzy set-covering is proposed. To assure the operability of the modeling process, a mapping method from enterprise AS-IS model to diagnostic model is proposed by associating this diagnostic model with enterprise AS-IS modeling process, thus an instantiated of this generalized model can be generated. Based on this instantiateddiagnostic model, its relevant solving strategies are then presented. Finally the whole theory is demonstrated with an actual case. (2) About enterprise evaluation, research mainly focuses on the evaluation methods adopting subjective and objective indicators in TO-BE evaluation stage. The currently well-known evaluation indicators have been analyzed by applying balanced scorecard theory and summarized into a set of performance indicators of enterprise comprehensive competencies. Through a questionnaire, the data of both qualitative and quantitative indicators are collected and relevant handling methods were given. Finally, an evaluation method is given to evaluate in which extent the TO-BE system satisfies the object of BPR project.Finally, the prototype systems of enterprise diagnosis and evaluation KBS were designed and realized in this paper. The contribution of this research has effectively integrated KBS with BPR, which makes BPR implementation process utilize the known experiences and scientific methods better and accumulate new knowledge more easily. As a result, it promotes the transformation of BPR implementation from "art" to "science".
