Discourse The Reform Of The China Publishing Under The Situation Of Joining WTO

Facing joining WTO (the world trade organize), the China publishing is meeting with great challenge. And facing challenge, the disadvantage of the China publishing is obvious .How to deal with challenge and disadvantage, the only way is to revamp the whole publishing.The thesis consists of three parts. The first section runs in part as follows. According to the promising of the China government in the publication market when joining WTO, the China publishing will face four challenge: The regular of WTO brings out the challenge; The retailing market of the publication will be afflicted with the direct affection; The market of the editing publishing will meet with the indirect affection; The field of the ideology and the culture will be affected. The second section runs in part as follows. The thesis analyses the situation of the China publishing and points out six disadvantages of the China publishing after joining WTO: the system of law and statutes is not complete ;In the system of the publishing, the government and the enterprise haven't be separated .The administrative setups and the enterprise haven't be separated ;In the mechanism of the publishing, the publishing hasn't the moving feature which the industry development needs; In the level of the publishing industry, the mass is small and the ability of competition is not strong ;The structure of the publishing is not rational ;In the standard of the talent ,the quality of the people being engaged in the publishing is not worth of optimism. The third section runs in part as follows. The thesis expounds the reform of the China publishing with the macroscopic aspect-government and the microcosmic aspect -the publishing enterprise. In the reform of the macroscopic phase, because of the long planning character of the publishing, the article expounds this respect in detail: Renewing the knowledge of the function of the publishing ;Improving the law system of the publishing; Deepening the reform of the system of the publishing; The function of the government after joining WTO. And in the microcosmic aspect, the article put the emphasis on the following phase: Changing the traditional idea and strengthening the crisis ideology; Setting up the system of modern company; Bringing up the talent of the publishing.
