Currently, in order to realize administration and service of electronization, automatization and paperlessness in government, it is important to employ modern computer and network technology for information construction in our country. Internet changes with each passing day and improves the application technique in correlative field, which means it is possible to realize E-government.J2EE is promulgated for distributed enterprise system by SUN. When J2EE is used as standard platform and circumstance for Java2 enterprise system exploitation, it's different from traditional application programming model. J2EEi use modules to design, develop, assemble and deploy enterprise application programming. It also defines a standard suite of module and affords integrated service, which predigests the exploitation of distributed enterprise application.UML is a standard, powerful and wide-compliant modeling language as the third generation object-oriented developing method. RUP is a software engineering method, which afford a religious approach to dispatch role and responsibility in developing group. The purpose of RUP is to ensure a high quality software production in scheduled time and budget.The study of this paper is about the development of a court E-government system. The paper discusses each technique details that is used to build E-government system. UML is used to capture system requirement, analyze and design the structure and action of system based on RUP. To the question of web application based on Java, this paper attempts to describe connection pool technique which is used in database access deeply.
