With the rapid development of net and communication technologies and extending of the electric power system, we have to deal with more and more information every day. So a highly automatic official system in electric power corporation is in dire need through which we can collect, manage, transmit and share information with each other. The present situation of electric power official system inland and overseas was summarized in this paper. After analyzing the problems in Chinese, we put forward the electric power corporation official management information system based on the Lotus Notes and its resolvement of the whole framework and management software. The aim is to offer convenience for missionaries, improve efficiency and supply decision-making. This system is used computer, net and groupware. It realizes many functions such as transmitting and searching document, making and searching diversified statistical report forms and graphics. The paper completes daily load forecasting based on clustering analysis and ANN. This offers credible basis for scheming generating electricity. We discuss the model of document transmission and introduce some approaches to settle the delicate problems such as saving modification, digital sign and document track. The paper also completes the communication between official system and enterprise database to realize the share of communication andsupply decision-making in daily working life. Some new techniques and new methods of computer fields were used in the course of the design, so it has a friendly interface, good running state. It will increase the electric power official automation grade and reform official management system.
