Wth the raPid development of economy and the fall in price of vehicles,especially the entrance of WTO, the nurnber of vehicles is increasing. Andtrwhc jaxns are aggravating, decreasing of the quality of air, the damages causedby tr8ffic are several hundred mil1ions. It seriously affect our normal livings.As an important part of ITS, Vehicle Monitoring System (VMS) integratestechnologies of Global Positioning System (GPS), GeograPhical InformationSystem (GIS) and modem conununication. The vehicle-controlled ped. send thereal-time position, velocity of the moving object. received by GPS OEM caxd,associaied with the statUs infOrmation of the vehicle devices, to the monitoringcentef, by way of the mobile conununication netWork. The monitoring system,based on some GIS software, displays the tracks of the mobile objects on theeIectronic map, and users could supervise and query their iaterested parameterssuch as the location or velocity of the vehicle, the general infOrmation ofvehicles, as so on, so that provide bases fOr vehicle management, improve theefficiency, or assure vehicles against accidents.Database technology develops with the modern computer technology.Because it can manage large, last, reliable,share data,scientific staff are payingmore and more attention to it. It's necessary to combine database technology andVehicle GPS tecbnology. SyStem's query function becomes convenient based ondatabase technology.Nforork analyse is one of the most important functions in GIS. And amongNetWork analyse question of shortest path is the key question. shortest pathmeans not only the shortest path geograPhically, but also means time and fee. So,shortest path has it's matter-of fact significance. AnthInetic of Dijkstra yieldan effective way to solve this question.
