E-government has been an area of focus in our country recently. Development of e-government has faced two problems; the first problem is an absence of sharing of information resulting in "information islands"; the second is the absence of a single point of contact with government. That is, there is no uniform format of data transfer between different government departments which may be using different platforms. The government can not provide the single point of contact due to the isolation of different government departments. No satisfactory solution seems to be at hand presently.In my paper I undertake an analysis of our country's government business requirements, and try to come up with an XML-based specification aimed at meeting those requirements. The specification will be called cgXML (China Government XML). It bases the format of data exchange for e-business requirement using an open and common standard. This solution will be further extended to utilize XML Web Services Technology. Every government department would publish their services on the Internet using Web Services and integrates those Web Services components dynamically depending on their business requirements. In this way it can provide the single point of contact to the end user. At the end of my paper I discuss the storage requirement of cgXML documents.This XML-based solution can satisfy the main requirements. It can also enhance the efficiency and transparency of the government, resulting in more convenient service offerings to business and the public.
