The voltage not only concer the electricity quality that supply to the consumers,but also affect the safety and economy of the power system. So it is always being paid attention to . The voltage level is the concrete expression of the balance of the supplied power and required power.Based on reading a larg number of doucments , The paper discuss the method of voltage and reactive power control in the power system,and systematic study the problem of substation voltage and reactive power control. In view of the deficiency of the traditional method, the paper present a control strategy based on the fuzzy control of reactive power and voltage boundary , as using the real-time information of the local substation and reasoning by the fuzzy technology , the method presented in the paper can not only follow the tracks of the tendency of the voltage variation but also make the the transformer taps adjusting times be reduced greatly under the condition of the control aim attained'. In addition , in view of the problem that the OLTC maybe emerge "reverse action" in the emergentstation , the paper present the strategy to prevent voltage collapse based on the conception of voltage collapse in the emergent station ,the strategy can improve the efficacy and practicality.At last The presented method is applied to the HongTa Substation , simulating results demonstrate that the presented methods is right and effective.
