The thesis is oriented to an application project, which aims at using the water resource more wisely and to make the management more effectively, from the second department of Dujiang Weir. There are six distributed aqueducts and one control center in the second department at present. The control center needs the data of the water level and rainfall of each aqueduct at real time for decision-making. The thesis takes one of the aqueducts as example to describe how to collect the data of water level and rainfall ,and how to accept orders from the control center.There are four main parts in the thesis. They are systems analysis, design of hardware, design of software and debugging of the system. A conclusion is given at the end of the thesis.The systems analysis ,which includes the analysis of function and performance, is depicted at first. Next to it is the design of hardware. This part is composed of the choice of sensors, the choice of CPU and memory, the extension of I/O interface, the electrocircuit of timepiece , the electrocircuit of display and the electrocircuit of identity of telephone calls. The low power consuming requirement is specially considered, and the anti-jamming measures are taken in this part.Next part of the thesis is the design of software . It consists of data disposal, data transfer and display, protocol for communication, Cyclic Redundancy Checking, and so on.Debugging of the system is carried out in laboratory with debuggers, computers and telephones. Inputs of the system ,include data and orders, are simulated.The conclusion of the thesis summarizes the good qualities and deficiencies of this system, with the expectation of providing a helpful reference to other applications.
