However, most of the ISP adopt the irrational accounting system such as 'month-rent system' which will cause the waste of the network band. To solve this puzzle, this paper put forward two kinds of accounting system by which the ISP can control the user's network access following his spending time or network bytes in the network.Generally, access Internet through wide band network is controlled through the host's IP address or MAC address. But accounting system need directly face the users. So how to authenticate the users before they access network is the key technology in the accounting system. This paper put forward two projects: one is based on PPPoE protocol and the other is based on the IEEE802.1 x protocol. Additionally, this paper discuss such as the method of access and authentication of PPPoE, the process of implementing accounting system based on PPPoE, IEEE802.1X port-based network access control, RADIUS accounting, RADIUS authentication and so on in detail.For various people there are various demands in network accounting policy, we also design flexible scheme such as the accounting of network flux and time, discount, festival discount and so on. For the big flux Internet service such as^video frequency, IP phone, this paper bring forward the sandglass model to implement the accounting policy based on network protocol.In the client the account system is programmed using HTML> PHPx JavaScript. The common network users can use the self-service module to search their network log and modify their accounts' information. Administrators are divided to three grades including accounting Administrators, users Administrators and statisticians. The system administrators have all the privileges of this system.
