This research mainly discusses the whole design scheme and the detail design of two application modules which are information maintenance module and information publish module on the base of the Network Information Management System of the Fire-fighting Bureau . Information maintenance module is based on the Client/Server Structure. According to the analysis of the requirement of the Fire-fighting Bureau , make the daily grind be standardization and by using network application program deal with all kinds of operations logical and access controls and complex logical rules. Information publish module is based on the Browser/Server Structure as the patulous function of application system. The model adopts three or many tier structure of Web Application. The main idea is composed of Java Servlet and Domino platform supporting technique. For the first time , the modem idea combines the two main techniques to make a publish system in WWW world be enable. The publishing information that is formed by Java Servlets which realize the combination of information node document and structure document and access controls dynamic returns to the browser. Dynamic the content is refreshed with script tag or function.The paper provides an appreciative view for information management system based on WWW. And a good way to realize an information publish system with Java Servlets and Domino documents. By using the application, it will make electronic government affair realize better.
