Decision Support System (DSS) is a development from Management Information System (MIS). It helped to make decisions quantitatively on the basis of model-base and database. Using it can improve the effect of decision and amend system management. So DSS has become one of favorite study in information domain. On the other hand, water environment management is a complex system that involves many subjects and factors. Its quality will direct affect people daily life and economy development. Moreover, the problems of water environment have increased gradually, the harmfulness of water pollution become more and more serious. They cause a large amount of economic lose of country and people every year. Because China is still a developing country and nation strength is limited, rapidly improving the lever of water environment management is very important. It will get twice the result with half the effort at the same time of managing pollution source. Therefore, it is a very meaningful work to design a decision support system for water environment management.According to the actual condition, this paper treats water quality prediction and evaluation management of Dong Jiang as study plant and builds up a decision support system for it, e.g. WQPEMDSS.First, the concept, basic framework, correlative technologies and development tendency of DSS is discussed in detail. The status of water environment management in China is analyzed, too. Then the logic structure and design principle of WQPEMDSS is established.Second, on the basis of studying and analyzing some common water quality models, a new method which use BP-NN is proposed, and related algorithms and simulation results, which use the actual data from the automation monitor station of Dong Jiang, are given.Third, some methods of evaluating water quality and computing watercapacity, which are often used in water quality management, are studied and an example of estimating Dong Jiang cross-section is given.Finally, software is developed with some tools such as C++ BuilderS and SQL Server2000. Database management sub-system, which can query and export data from database of servers, is designed by ADO components. And a water quality model-base is established. In this system, user can compute the parameters of water quality, analyze their changes and study the law.In the end of paper, a summary and prospect of future study including both theory and practice are proposed.
