Cost of bearing can be divided into private and social cost. Early studies focused on the reproductive cost of private cost. Including direct costs and indirect costs. These studies created with a view to study economics,first of its kind fertility. In a large population in china. Fewer and fewer available resourse,the population is increasing,then the more a person may be born means to be maore social resourse to let him out of a life, school, employment, pension.etc.and so on. We will bear these costs society called the birth of the aocial costs. As chinas economic development,peoples rising living standards,the social security system of continuous improvement ,our commitment to the community of reproductive costs can only increase. So the resources and the environment the cost of what the fertility constraints,what kind of features do,how are we going to respond? This article based on optimum population theory and externality theory ,using historical analysis,resource and environment constraints birth a comprehensive analysis of costs, proved resources and environment constraints the existence of the social costs of fertility and family costs of raising fertility. The cost of reproductive constraints in resources and environment changes mainly in a supply of public goods,such as social welfare provision. This burden is not only the community feel,the main birth-the family also felt that in the new historical stage adaptation inherent in this stage of reparoductive decision-making. Comprehensive personal and social costs of change .when the resources ,the environment constraints on human reproductive behavior,we naturally have to adjust and improve the fertility of our policies in order to achieve the population, resource, environment,harmonious development.
