The development of information society provides unprecedented opportunities for teacher education, as well as letting it face the biggest challenge. So teachers are faced with new professional development requirements. The development of information technology and network has opened up a new way and provided technical support for professional development under informational environment. At present, many studies focus on network to support teachers training, research the effect of the regional Online Teacher Learning Community (OTLC) on the professional growth of teachers, and find effective ways to build regional OTLC. However, a prefect learning platform does not mean that a real learning community has created. Now many OTLC have problems such as low enthusiasm of teachers, lack of clear objectives, and lack of guidance and so on. So that teachers in the OTLC have effective learning or not has become the focus of current research.This study based on the investigation of the OTLC current status and found many problems in them. We considered that the study in OTLC is not naturally generated. It needs to form a relatively systemic strategy or mechanism to support sustainable development of OTLC. Based on the guide of "Knowledge Maturing Process" model, this study raised an "Activities Led" learning framework from the perspective of the learning process. It designed a series of learning activities for each stage of knowledge maturity to guide knowledge to mature gradually, and guide teachers to identify problems, analyze problems, and ultimately solve the problems.In this paper, Chapter 2 described the concept of Professional Development, Learning Community and Teacher Learning Community in detail. Chapter 3 found the problems in OTLC through current status research and raise some promoting mechanisms to maintain sustainable development of OTLC. Chapter 4 is the core of this study. It took examples from "Knowledge Maturing Process" theory, and put forward the "Activities Led" learning framework. It designed the learning activities of each stage of knowledge maturing process. Chapter 5 described an application case of the "Activities Led" learning mechanism, carried out a detailed analysis of learning activities and knowledge products. Chapter 6 summarized the results of this study and issues needed improvement.
