The rapid development of information technology constructs a new social survival and development for us."Information" has become a key word of this era. It completely refreshes the traditional life, communication, learning, research and management of the situation.IT Times is not only the era of talent competition, but also the educational competitive. In the field of education, states have adopted with modern information technology based on computers, multimedia technology and network communications to change the traditional teaching and learning methods, achieve digital and networking education, deepen educational reform and promote quality education’ implement. The core of achieving educational information is realizing teaching information. This requires that teachers not only have to learn to use information technology, but also to use it to promote their own professional development.Work in schools, teacher education is recognized as the main way to improve levels of schooling, so schools implemented a variety of professional development of teachers to promote research projects, one of the core idea is building learning communities of teachers to promote teachers’ sustainable development. one of the core idea of these projects is the professional development of teachers by building teacher learning Community to promote the sustainable development of individual teachers. Contemporary society is a knowledge-intensive society, the solving of problems is no longer just rely on one person’s strength, but must rely on the power of the team.For the groups, this can improve the team’ skill to solving capacity issues, for the members this can form knowledge’ accumulation and improve personal skills. Therefore, combining learning communities and information can promote the development of information technology of teacher education.Recent years, especially with the development of the network, learning community, as an effective way of teachers’ professional development, has won widespread concern of the majority of scholars. Exploring how to use information technology to effectively promote the professional development of teachers is an important issue in the IT Times.This study, firstly, from the perspective of knowledge management explore the rationality that transplant it into the construction of teacher Learning Community, and discuss the problem of teacher Learning Community overall knowledge management. Secondly, complete the construction of teachers’ learning and research community by means of social network theory based on the literature studies and practical research. Thirdly, design a platform which can appeal to teachers’need and realize teachers’ knowledge management, then use network investigation to test the effect of the platform.The paper has seven sections:The first chapter describes the background of the study and the research methods;The following chapter is literature review, generalizes and summarizes the status of the related research, then presented the contents that study.The third chapter is a survey about the current situation to grasp the learning situation of primary and secondary school teachers in Shaanxi community through community.The forth chapter build a learning community theoretical model based on knowledge management,first, describes the relevant theories, then based on SECI model build a model, and proposed the corresponding implementation strategies;The fifth chapter is building the implementation of the platform for the model’test, introduced the run environmental and the realization of the function;The sixth chapter is the phase of the effect testing, through concrete examples, test the implementation effect of platform and strategy, analyze problems that affect learning community, and propose the improvement strategies;The last chapter is the conclusions and proposes the further research work.
