| Compulsory education,which all of the school-age children and adolescent must accept,is the public welfare undertaking that the country should guarantee and have a unified practice.Promoting the balanced development of compulsory education is the certain claim of carrying out the new Law of Compulsory Education and realizing education equity,is also the practical need of applying scientific outlook on development and building a harmonious socialist society.In recent years,Hebei Province has paid much attention to balanced development of the compulsory education,and the compulsory education has developed greatly. The rates of enrollment and entrance to schools of a higher grade have increased steadily,the input in education has grown year by year,the teacher resources and the school condition have changed greatly,and the rural compulsory education budget has been guaranteed.The new curriculum reform has deepened gradually,and the essential-quality-oriented education has propelled solidly.But,the non-balanced status of compulsory education is also obvious in Hebei Province,which mainly exists in different regions,the urban and rural,and different schools,and embodies in education expenditure,teachers and condition in school.The non-balanced status has many negative effects,which have already hindered the implementation of the education equity partly.The reasons for the non-balanced development are:the conditionality of the dual social and economic system;the different economic levels in regions;the influence of education policy of the government;the abuses of the education administration system;the effects of population and cultural tradition.This paper offers the following proposals to solve the problems of non-balanced development of compulsory education in Hebei Province.Firstly,thoroughly applying the new Law of Compulsory Education,and insisting on administering according to law.Secondly,the government should play a key role in the balanced development of the compulsory education.Thirdly,the education resources should be configured and shared equally.Fourthly,the guarantee mechanism reform of the rural compulsory education budget must be vigorously promoted.Fifthly,it is necessary to establish and improve the monitoring and assessment system of balanced development of compulsory education. |
