The balanced development of compulsory education embodies a concept of fair and justice, which is a general expectation to the development of our education when the politics, economy and culture have progressed up to a certain level. Insisting on the balanced development of compulsory education, we can effectively curb the current irrational trend of unbalanced education development and achieve the equity and justice of education, which shows a great realistic magnificence for maintaining the social stability and building a harmonious society.In recent years, after the basic task of the nine-year compulsory education was completed, the compulsory education of Hunan Province has entered into a stage of consolidation and improvement of high quality and level, which has laid a good foundation to promote the balanced development of compulsory education. The current situation shows that obvious phenomena of unbalanced compulsory education development still existed in the whole province, which mainly manifested in the range of districts to districts, urban area to rural area and schools to schools. Those problems, to some certain extent, hampered the implementation of educational equity and limited the develop speed of the compulsory education to the balance and high quality.Aiming at the problems of unbalanced development of compulsory education in Hunan Province, this article made a deep and systematic research to it. Firstly, starting from the current situation, it used the theories in public products, new public services and the equalization of basic public services to explore the deeper reason of non-equilibrium configuration of the compulsory education resources in Hunan Province, and analyzed the main factors that affect the balanced education development from the aspects of people’s education concept, the government’s investment, the different economic development of the inner province, the education systems and policies, and the construction of teaching staffs. Then, learning from the successful foreign and domestic experiences, it put forward, combined with the actual situation of Hunan province, some targeted policies and proposals that include the ways of further updating the concept of balanced development of compulsory education, coordinating the regional economic development, perfecting the balanced education investment system, improving the education management mechanism and strengthening the construction of teachers, and gradually realized a balanced development of compulsory education in Hunan Province. Finally, the author summarized and refined the basic conclusion of the whole paper and pointed out the direction for the endeavor of further research to the issue.
