With the development of social economy in our country,people’s living standard has been greatly improved,and the educational concept has been constantly renewed.The public’s expectation of education is no longer limited to popularization,but the goal is focused on improving.Based on this,the concept of balanced development of compulsory education is highlighted in the policy discourse,and the government,as the representative of the public interest,It is bound to become the leader and promoter of the balanced development of compulsory education.The outline of the National medium-and long-term Educational Reform and Development Plan(2010-2020)was issued in 2010,which clearly states that it is necessary to strive to promote the development of compulsory education towards a balanced goal.Accelerate the reduction of the urban-rural gap,with special emphasis on " We will take the lead in achieving balanced urban-rural development within the scope of county(district)territory,and gradually promote it on a larger scale." Therefore,it is not only an important strategy to promote the development of compulsory education to a balanced direction,but also a key link and the only way to promote the compulsory education in the county area to the balanced goal.Based on Y County,this paper reviews the previous research and combines with the practice and development of compulsory education in Y County.Firstly,the concept of balanced development of county compulsory education is defined,and the relevant theories are analyzed.Secondly,the effect and the existing problems are deeply discussed and analyzed,and the countermeasures to improve and solve the problems are put forward.According to the above train of thought,first of all,elaborated this article to study the question,the topic significance and the purpose,the domestic and foreign research situation,the research train of thought and the method.Secondly,it summarizes the relevant theoretical basis of the balanceddevelopment of compulsory education in county areas.It also analyzes the balanced development of compulsory education in Y county.There are some problems in the distribution of resources,such as the investment of educational funds,the soft power of teachers,the hard power of running schools and so on.Thirdly,the reasons behind a series of problems in the balanced development of compulsory education in Y County are analyzed,mainly the influence of dual system in urban and rural areas,the impact of the unbalanced education supply system,and the negative effects of urbanization.Finally,the mature experiences of developed countries and regions are introduced,and combined with the actual situation of counties in our country,the countermeasures and suggestions are put forward to promote the balance of compulsory education in counties.
