A Study On The Charging Issue During The Process Of Popularization Of Higher Education

The popularization of higher education is aiming at fulfilling peoples increasing demand for higher education. Charging higher education has complemented government spending on education, which has been confronted with a shortage of funds, and thus in a sense it has accelerated the process of popularization of higher education. The higher education system in China has successively witnessed free higher education, charging higher education and partly free higher normal education, and the issue of charging higher education has become a hot social concern these years. This paper probes into the charging issue and discusses how to reach to a more desirable and feasible solution. This paper is organized into four parts.:The first part expounds the starting point of this study, reviews the previous studies both home and abroad, and introduces the main logics, methodology, and innovations of this paper.The second part analyzes the current situation of popularization of higher education in China, probes into the theoretical basis of charging higher education system, introduces the historical episodes of charging higher education system in China, and discusses the determinative factors of charging higher education system. The third part points out the main problems of charging higher education both in Hunan province and nationwide, and investigates the reasons of these problems.The fourth part discusses some possible improvement implied by more desirable charging higher education systems prevailing abroad, and puts forward some reforming and improving suggestions to the previous charging system in China.
