| Vocational education is an important link of modern educational system and a subject difficult to evade in the process of modernization. Against the backgrounds of resolving the "three agricultural issues", construction of "new socialist countryside" and Xiaokang Society, it is of urgent and overall importance to develop rural vocational education.The differences and disputes have existed over the question whether the vocational education is public goods within the domestic academic circle. Shortage of right definition of vocational education' attribute has a negative impact on the investment in vocational education and related systematic construction and assurance.Reviewing the academic findings made both at home and abroad, the author analyzed the connections between the attribute of goods on the one side and investment, property right, consumption, requirement and supply-demand relation on the other. The author thinks the nature and degree of requirement determine that of investment and the attribute of the goods. In consideration of the overall and social demands, the habit of regarding it as quasi public goods must be get rid of and define it as public goods. On this basis, the article proposes the rationality and possibility of doing it this way in the angles of system construction, provision and externality. In the defining of rural education as public goods and thinking of process of transformation, it focuses on the starting point, procedure and stress. Finally, the author points out that the starting-point is the change of views, the stress is to invest much more, to prevent the process of investing from efficiency loss, to consider regional difference, and push forward stably. A big step forward in rural vocational education would activate rural economy and favor the whole national economy. |
