With the abolishment of agricultural taxes,the rural areas in our country hasentered the period of post-taxes. State investment in the rural areas has greatlyincreased, promoting a considerable amount of public construction in the rural areas.However, there is a common phenomenon in the process of implementation of publicconstruction that dark forces involved in it.In this article, through qualitative research, the author revealed the trouble thatthe rural public goods encountered when it practice in countryside. Our countryimported a lot of resources to provide public goods in rural areas through financialtransfer payments and the operation of the project system. But the exogenous supplyof public goods needs to face the specific social context and institutional environment.The rural public goods supply system, rural society and grassroots governancechanged greatly in the period of post-taxes. With the increasing demands of farmers’interests and the consolidation of their interests, on the other hand, the weaken ofgoverning power of grass-roots government and grassroots organizations, whoseabsence in the supply structure of public goods even bring about a rigid abutting jointbetween the engineering team and farmers, the exogenous supply of public goodsencountered a series of predicaments. for example, the formal power is difficult tosolve the contradictions in the process of public goods entering into the villagesbetween farmers and bullies. It caused the sessions of negotiation and solving problemextremely costly in public goods supply, and even brought the implementation of theproject encountered problem that can not be solved. The formal powers of the villagecould not reconcile and digest the dispute between the two sides interests. However,informal power, represented by gray and black forces, in the village played an activerole in the public goods entering into the villages by reducing the object cost ofindividual farmer, solving the non-institutionalized disputes, and giving assistance in the land expropriation and housing demolition, thus resolved plights in the supply ofpublic goods.It is these social and institutional reasons that leave formal operation space forthe informal power, leading to the new phenomenon of the governance of the formaloperation of the informal power. Although the formal use of the informal powersolves the plight of the supply of public goods in rural, it brings about a series ofpolitical and social consequences as well.
