"04:30 School" in China began in 2005 in the 119 community of Steel Street in Qingshan District.After 14 years of development,it has now formed a mode of supply and service,which is dominated by the government,supplemented by society,and with multiple participation.It effectively solves the problem that the children have nowhere to go after school,but there are still many problems in the aspects of participation enthusiasm,classroom quality,venue selection,fund raising and so on.Through a questionnaire survey and on-the-spot visit to the "04:30 School" in Qingshan District,a comparative analysis of the practice in the United States and South Korea shows that this is due to the short history of "04:30 School" in China,which is still in the exploration stage,and the definition of product attributes is vague,leading to participation in the Lord The dislocation of role,and the absence of government function lead to the shortage of supply and the imperfect development of after-course service of marketization and non-marketization.To this end,the government should redefine the public goods attribute of the "04:30 school" and define the "04:30 school" as a local public product;Mobilize the enthusiasm of teachers,volunteers,youth workers,and other participating bodies,and actively cultivate market-oriented professional post-course service organizations,carry out the pilot project of "relying on school activity sites for the government to purchase social services," to realize the transformation of government-oriented,pluralistic participation into government purchase;Improve the quality of classroom,create a platform of service management that integrates personality shaping,consciousness training,rule of law education and moral cultivation to promote the all-round development of students;"broaden sources" and "cost-cutting" are carried out simultaneously to solve the difficult problem of funds.
