| Since the new education model of "Internet+Education" has been widely used in China,the information development and diversified supply of educational resources have attracted the attention of the government,universities,enterprises and other subject of social governance.After 20 years of development,the concept of online education is clearer,the supply content transfers from vocational education and higher degree education to quality education and basic education and other fields,towards the construction of the national learning society has taken a solid step.However,the outbreak of COVID-19 has made online education develop in a "growth spurt" in a short period of time,and the institutional improvement has not been perfected yet,leading to the disorder of online education supply mode,imbalance of supply structure and uneven supply quality.Political activities and market activities are short-sighted,so the normalization and sustainable development of online education is of great significance.In this regard,the public product theory,the public choice theory and the educational equity theory become the sally port to solve the above problems.The supply paradigm of public goods in online education needs to be guaranteed by mining the attributes of public goods in online education,giving full play to the positive effects of publicity and fairness in online education,and breaking through the barriers of capitalization tendency.Therefore,starting from the theoretical logic of public choice,the development of public goods in online education should focus on reducing"government failure" and reducing the "economic man" preference of collective choice in online education.This paper adopts a combination of "qualitative research" and"quantitative research",by the composition of the diversified interest subjects in society to achieve effective supply of online education and analysis the influence factors of online education to use behavior at the same time,verify the public choice theory countermeasure is the right way to encourage people to use online education affects the factor,intention to achieve the consistency of the theoretical analysis and empirical research,to provide online education development path of the public choice theory and data support.First of all,through the definition of basic concepts and related theoretical research,this article classifies the attributes of online education from the perspective of public management disciplines and introduces the current development status of online education public goods in China,It is believed that there are problems of the lack of government and government misplacement,such as the mismatch between supply and demand in online education in my country Issues and imperfect systems should be improved from the aspects of quality,policy and social equity;On this basis,the Technology Acceptance Model(TAM)and the extended model are introduced to construct the online education public goods use behavior influence model.By using the questionnaire survey method and SPSS statistical analysis software to conduct the saliency analysis,and the conclusion is the perceived usefulness,quality impact,policy impact and the social impact will have a positive impact on the use of online education public goods,which is consistent with the above theoretical countermeasures;Before proposing the development path,this paper introduces the relevant practices of foreign online education public products in the supply mode at first,quality standards and system design,and integrate the full text to propose a constructive development strategy:from the resource supply level,it is necessary to promote the development,sharing of high-quality online resources and improve the original effectiveness of online education public products,enrich the content of supply,improve the price system,and strengthen industry self-discipline;from the system construction level,it is necessary to accelerate the establishment and improvement of the quality standard system and the supervision system to provide a healthy and orderly growth for the development of online education space,to ensure the sustainable development of online education public goods;from the perspective of social equity,it is necessary to increase the tilt of policies or social resources to supplement the lack of online education resources for socially disadvantaged groups,and to prevent the potential threat of the digital divide in the education field.As a modern new education model,online education should be a useful supplement to educational resources.Its significance is not only to help educational resources break the limitations of time and space,but also to make the positive externalities of public resources to benefit more social groups and increase the use of online education.The rate is more to provide a realistic path for the realization of the vision of "learning for all" and "lifelong learning",depict a beautiful blueprint for a learning society",and provide a new model and new thinking for achieving the goal of building an educational power. |
