A Study On The Issue Of University Scholarship In China

The promulgation of《trying measures for people's scholarship of common universities》by Ministry of Education and Ministry of Finance in 1983 ended the unitary people's grant institutions which has initiated for over 30 years in China. With the establishment of charging system in higher education, the pure merit-based scholarship has been divided into two types: the merit-based scholarship and the aid-based scholarship. However, the education field has not recognized the two scholarships clearly, which influenced the effect of the aid to the poor undergraduates and the utilization of the scholarship. Therefore, it has important theoretic and practical significance to study the scholarship institutions for the poor undergraduates from the view of student aids.The dissertation analyses the relationship between the two types of scholarships in current existence and the system for undergraduate aids, coming to following conclusions: firstly, the institutions for merit-based scholarship doesn't belong to the system for undergraduate aids. However, as an important mechanism for encouragement in higher education, it plays an important role in mobilizing the learning positivity for students and cultivating excellent talents for the country. Secondly, the aid-based scholarship belongs to the system for undergraduate aids, the dissertation analyses the bases of its existence theoretically and practically, testifying through the case study that the institutions for aid-based scholarship plays an important role in promoting poor students'learning positivity, relieving their economic pressure, cultivating their social responsibility and shaping correct philosophy,value view and world view. At the same time, the dissertation points out that the aid-based scholarship couldn't be the ruling institutions in the aid system because of higher individual benefit ratio and financial tensions in higher education. There have been a good many problems in the implementation process of scholarship in china, Aiming at how to perfect the institutions and sufficiently exert its function, the dissertation brings forward some related policy advices:①completely understanding the scholarship institutions;②systematically reconstructing the scholarship system;③satisfying the social need in assessing the scholarship;④perfecting the process of assessing and distribution of the scholarship, paying attention to its educational effect;⑤reforming the specialty scholarship and directional scholarship, increasing the waive of the loan instead.
