The Tuition Pricing Of Higher Education Under Incomplete Information

Modern higher education concurrently has certain attributes of public goods and personal items, which is a quasi-public goods that has the positive exterior effect. The price of higher education product (school expense) cannot equally form and adjust completely by the supply and demand relations of education market like other personal goods, also cannot completely provide freely by the government like the pure public goods equally. The reasonable procedure is that the government and the educated undertake the education cost together, namely the government appropriates the education funds through the financial funds to the college and the educated pay the school expense to the school. In view of the present highly monopolized situation of our countries'higher education resources, the government has the necessity to carry on the control to its price, namely the stipulation school expense gathers standard in order to prevent the universities has the monopoly profit and avoid the universities get the monopoly cost. The primary coverage of this thesis is as follows:Firstly, this thesis theoretically analyzes the information incomplete performance of higher education market and the influence to tuition pricing and deduces the higher education cost information is the foundation of the tuition pricing. By analyzing the constitution and cost accounting method of higher education, this thesis chooses the adjusted basis accounting method to carry on the computation of Hunan Province ordinary college's standard undergraduate's training cost in 2005. This thesis uses the cost theoretical model of school expense pricing to calculate the Hunan Province ordinary college school expense, and compares with the educational expenditure statistical of Hunan Province ordinary College at educational expenditure statistical annual in the same year.Secondly, this thesis constructs the superior mechanism of tuition pricing by unifying the public fixed price theory. Through analyzing the influence of higher education market environment to the tuition pricing, this thesis obtains the ideal pattern of the tuition pricing under market information completely, and unifies the public sector pricing theory obtains the superior mechanism of higher education tuition pricing under the incompletely information, and analyzed the practice significance and the limitation of this superior pricing mechanism.Finally, in view of the difficulty on school expense pricing under incomplete information of higher education, this thesis proposed that the policy to carry on from the three aspect of market, the government, the university: the market aspect, it should changes the sovereignty of school expense pricing gradually to the university independently, and let the school expense return to the price natural disposition; the government aspect, it should open the higher education market, establish the education information disclosure system and the school expense pricing hearing system, and establish the subsidization system with corresponds of the collection school expense; The university aspect, it should establish the cost accounting system, strengthen the cost management and control, opening the newly channel of educational expenditure originates, alleviating pressure of the students about rising school expense.
